Symptom:

When connecting to the Management Console you receive an error saying "Failed to communicate with the Broker"

Opening the Status page you will also see :

Resolution:

The main cause for this problem is not having previously installed the .NET Core Runtime 2.2.x (download it here).

To check that the .NET Core Runtime 2.2 is installed, run the following command on a command prompt or Powershell:

The output should list contain entries with version 2.2.x, for instance: 

Although this is the main cause, there are several other factors that may cause this issue
